Puchkov Vladimir Andreevich
Minister of the Russian Federation of Civil Defense, Emergencies and Disaster Relief,
Lieutenant General in reserve, Ph.D. in Engineering.
1 Class State Councilor of the Russian Federation (Presidential Decree of 24.05.2010 No 628).
Mr Puchkov was born on 1 January 1959, in the village Novinka, Zhirnovsky district of Volgograd Region.
He has a higher education. In 1979 graduated from Tyumen Higher Military Engineering School, in 1988 – V.V. Kuibyshev Military Engineering Academy, in 1991 – full-time postgraduate course of the Academy.
Mr Puchkov has a specialty of civil defense staff command.
In 2000 graduated from Russian Academy of Public Administration under the President of the Russian Federation with degree in state and municipal management.
Mr Puchkov has awards: order of Courage, “For Personal Courage”, medal of Order “Merits for the Fatherland” of II degree, Order of friendship and many other ministerial awards.
He is married, has three sons and a daughter.
1979-1983 – served in engineer troops, Far Eastern military district.
1983-1986–was Senior Staff Officer of civil defense in the city of Kungur, Perm Region.
1986-1991 – was a student, postgraduate student of full-time postgraduate course in V.V. Kuibyshev Military Engineering Academy.
1991-1994 – was a deputy head of courses – senior professor 369th courses of civil defense.
1994-1995–was chief of laboratory, deputy head of the department, head of department of EMERCOM Military Unit.
1995-1997–was head of research department of the All-Russian Research Institute on Problems of Civil Defense and Emergency Situations.
1997-1999 – was deputy head of Department for Defense of people and Territories of Russian EMERCOM.
1999-2003 – was deputy head of Civil Defense Department of EMERCOM.
2003-2006 – was head of Civil Defense Department of EMERCOM.
2006-2007 – was head of Northwestern Regional Center of EMERCOM.
2007-2012 – was Secretary of State – Deputy Minister of the Russian Federation of Civil Defense, Emergencies and Disaster Relief.
Participation in elimination of major emergency situations:
1988 – elimination of aftermath of devastating earthquake in Armenia. Mr Puchkov being Deputy Commander of 158th separate mechanized regiment of civil defense organized rescue operations in destroyed buildings of: central department store, children’s polyclinic and residential houses.
Mr Puchkov was awarded with order “For Personal Courage”.
1997 – elimination of Il-76 plane crash in Kamchatka Region.
1998 – special operation to extract highly active source of ionizing radiation in Grozny. Mr Puchkov as leader of a group organized preparations for the operation and task implementation to ensure safety of the operations.
Mr Puchkov was awarded with order “For Courage”.
1999–complex of humanitarian projects in the Federal Republic of Yugoslavia. As a Co-Chairman of international humanitarian operation Focus (Russia, Switzerland, Austria, Greece) Mr Puchkov organized examination of more than 120 buildings bombed by NATO, including those in Kosovo and Metohija. He prepared implementation of humanitarian projects to restore power supply, medicine, communal facilities and sustenance of refugees.
2000 – elimination of aftermath of chlorine terrorist attack and liberation of Grozny.
2000–elimination of aftermath of the fire at Ostankino tower in Moscow.
2000–2001 – participated in control and coordination of activity of administration in camps for citizens forced from the Chechen Republic.
2001 – operations to recover heat and power supply systems in Primorsky Territory.
2007 – elimination of effects after methane explosion at Komsomolskaya mine in Komi Republic (Vorkuta).
2008 – elimination of aftermath after an armed conflict between Georgia and South Ossetia. Mr Puchkov worked in the Federal Operations Center for elimination of consequences of the armed conflict and help to people.
2010 – elimination of effects after natural fires, including those in Moscow Region.
2011 – elimination of aftermath after Yak-42 plane crash in Yaroslavl Region. Mr Puchkov worked in the Federal Operations Center for elimination of effects after earthquake in the republic of Tuva.
2012– elimination of aftermath after spring floods in the Republic of Mordovia and participation in elimination of other emergency situations and implementation of humanitarian operations.
